The 24th Congress of Confederation of Medical Associations in Asia and Oceania and the 41st Council Meeting

The CMAAO (Confederation of Medical Associations in Asia and Oceania) has finished its 24th Congress and 41st Council Meeting in Seoul, Korea, from September 9 to 11, 2005.

Around 200 people joined this Congress, including 59 delegates from 13 member countries and 2 observer countries. Here are the issues discussed featuring the event:

Two Resolutions Adopted by the Congress

The Congress reaffirms the Resolution on Criminal Punishment for Medical Error adopted by the CMAAO Mid-term Council Meeting in Chiang-Mai, Thailand in 2002, and asserts that criminal law should not apply to medical error except in cases of gross of reckless negligence or of criminal intent.

Secondly, the Congress supports and endorses the patients' rights enunciated in the Philippine Medical Association Declaration on the Rights and Obligations of the Patient dated 16 August 2005.

New Membership

The Cambodian Medical Association newly joined the CMAAO membership. Now the CMAAO has 16 member NMAs with Cambodia's join.

Donation of Tsunami Relief Fund Collected by CMAAO

The Congress decided to donate the Tsunami Relief Fund to Sri Lanka, the most seriously attacked area by Tsunami at the end of last year, with no conditions attached.

Congress Ceremony and Inauguration of the 27th President of CMAAO

The 24th Congress Ceremony chaired by Dr. Wong, the Chairperson of Council, held on September 10. It was welcomed by Minister Geun-Tae Kim of the Ministry of Health and Welfare and congratulated by Mr. Seok Hyun Lee, the Chairperson of Health and Welfare Committee of National Assembly. Dr. Eitaka Tsuboi, the Outgoing President handed over the CMAAO Presidential Medal to the new President Dr. Jae Jung Kim, and the plaque was presented to Dr. Tsuboi in appreciation with his hard work for his term.

Dr. Kim, the 27th President of CMAAO, said in his inaugural address, "Considering the historical and cultural heterogeneity of the Asia and Oceania region, the past role and activity of CMAAO indicates even greater possibilities for the future. I would like to strive my best during my term so that CMAAO realizes these greater possibilities and achieves the conditions that enable an even stronger system of cooperation based on CMAAO's traditional values and efforts."

Dr. Kim also presented his wishes to attract new more members for the future development of CMAAO and to promote CME training program exchanges through the CMAAO website during his term.

The 7th Takemi Oration

Dr. Tai Joon Moon, the Honorary President of KMA and Former Minister of Health and Welfare in Korea, delivered his oration with the theme of "Progress and Problems of Health Insurance Program in Korea".
